Galactic Domain Problem

The text for Galactic Domain says you can't colonize or build starbases in other players ZOC. But with it in effect I can't colonize a planet in neutral, open space.

Haven't tried to build a starbase there yet. I'll add on when I try.

It will let me build a starbase in open space and then I can colonize in the new ZOC.
