Beta 3 .60 Are the Yor Power Matrix adjacency bonuses working correctly?

This might be a stupid question, but is the Power Matrix working correctly?  I built a Yor research collective, which should start at level 1.  It was next to the Civilization Capital, which should boost it to level 2.  Then I built a Power Matrix next to it, which is supposed to boost research in adjacent tiles +2, which should make it level 4.  But it's at level 3:

In the picture the Power Matrix is to the lower right of the Research Collective, partly hidden by the tooltip.

It actually starts at Level 0 (which gives no bonus).  Level 1 gives a 5% bonus, and so on.  So it's actually working correctly.

It is working right, but it seams to be giving bad data in the tool tip, it should be giving +2. We will look into it. Thanks for the report.

No, the tooltip shown in the screen capture is for the research collective, not the power matrix.  The power matrix tooltip correctly shows bonus +2.
