I just finished my last Age of Expansion tech, and now my research screen tells me I'm about 1/3 through the age of war (i.e. that yellow bar is 1/3 bright). Is this as it should be?

No. Its not balanced right now, but tightening the required tech points required only increases the chance that it will hinder someone's research also.
