No minor races in GC3?

Although from what i hear they wont have some of the same constraints thy had in gc2 as in they will build ships and colonize other planets. 

I second the observation. I've read somewhere here that minors will return and have more capabilities in GC3 - colonizing planets and maybe have a role as minor voting factions in the UP.

Speaking of UP, it would be cool if minor races/civs could organize themselves and vote as a single block versus the individual major civilizations/races.

Hmmm... I say on tiny maps they don't colonize and for every size higher they may colonize one or two more planets. Or more logically since they shouldn't have hyperdrives, they shouldn't colonize outside their solar system.
