The commands list is missing when you have several ships stacked on the same location, which have meant that i have several times been unable to place a starbase untill the next turn, where I could move the other ships away.
I wonder if its on purpose?
Also some more information when you select a stacked ship would be nice like sight range for when you're setting up a spotting ring around your empire (or another empire).
