Planting a Culture Starbase in 'anyones' or my space should upset that person/AI..

I dont know how anyone else feels but I want the AI to be upset with me and tell me via the Diplomacy Screen. I also want to be able to voice my complaints/insults/anger back at the AI. Now whether this does anything is not the point. I want to be able to simply tell him things like.... "I SEE YOU BUILT a Culture Center in our space" .. i am not happy...

 

I would also like the AI relationship to degrade while a culture base is 'encroaching' in their space, or a flat negative to relations based on where the base is built.

 

For example if I am pushing out my borders and building a culture base inside my own borders there should be a negative but not much. However if I plop a culture base or several next to the Iridium home planet, this should both anger and upset them. Perhaps a flat neg penalty AND an ongoing neg penalty till either we go to war or the base is dismantled or destroyed. 

 

ONCE the base is gone or re-purposed (if possible), the penalties should be removed and relations possibly reset to neutral. 

 

Previously, in GC II there was no relation penalty that kept me from plopping Cutlure bases everywhere.

I agree a couple of points id like to weigh in on

1) the reset after dismantalling a starbase should not be instantanous it should be a slow increase over 50-100 turns 

2) there should be some way of defining original ownership i believe in gc 2 the ai assumed everything was your fault

I am expanding out and it colonizes what is technically a neutral zone area and then complains. This is ok as long as the complaint is weaker than if I put a base in the home system.

Really like the idea as well, though I think the AI reaction should be more severe, depending on the starbase's proximity to one of their inhabited planets. As everyone would know the purpose of a cultural starbase that is built close to another race's home world, in should be almost tantamount to a declaration of war.

I disagree, though not vehemently. Before I go into that, it is worth noting that any starbase inside another's ZOC does negatively impact relations with that civ, unless you have an Open Borders treaty.

Now to my disagreement. Opening a McDonald's franchise in Japan is not meant to incite Japanese anger. I would do it to make money, and perhaps add a little western culture. Perhaps my ultimate goal is to take over Japan one restaurant chain at a time, if the locals are happy because of my delicious all-beef patties then they are not angry.

In summary, just because you make progress toward a win condition doesn't necessarily mean the opponent should be mad at you if you are on good terms.

Other starbase types, I agree (except maybe military), but building a cultural one near another faction's planet should be looked at as encroaching on their so sovereignty, which is exactly what it is. If you are allies and have open borders, maybe its not that big of a deal. To me, it would be like building a floating town and parking it within eye sight of say the Brazilian coast, then sending operatives to convince the Brazilian population how much better American culture is.

The influence victory in this game is much more domination slanted than the tourism mechanic in Civ5.  In this game you are grabbing real estate not hearts and minds.

Ok, this is fair and I get it. However, the analogy is missing some information. Human culture is NORMAL to humans. It is not normal to Aliens and rather foreign. We can speak for Humans because we are humans. 

 

I think a gradual encroachment say 0-10 tiles from my culture borders is considered no threat unless, it includes core or home planets of the Alien faction. 

 

Now, we can put in an economy starbase in another's territory and its not going to upset anyone. We are trying to capitalize on the Mcdonalds traderoute and increase revenue. But putting in the Drengin culture center which includes the intolerance of all species not Drengin near the Yor Homeworld should be met with animosity at best.....

This best solution would probably be for the developers to just create multiple triggers and or modifiers for for relations so individual players and or modders can just mod it to whatever they prefer.
