Using Tiles to Launch Programs

I have installed Tiles and am almost 100% happy with it. However, I have one issue. When I create a page with 6 applications listed, those applications only show when they are running. What I would like to have is all six listed and if I click on one that is not active, then it would launch it from start. Is this possible?

You can drag an app into a page and it will create a shortcut to that app. I think that might help.
