Bug with Galactic Domain UP Resolution

While the UP Resolution: Galactic Domain (<Behavior>BlockColonizationInOtherPlayerZOC</Behavior>) is active the AI players will not colonize new planets in unclaimed space, not just space claimed by another civilization.
