[Bug][Beta 2]Colony Ship Can't Colonize

Sucks to be those five billion people, that's for sure!

After settling two worlds (Mars and another world) as the Terrans in a Tiny Galaxy against the Krynn and Drengin I've found myself unable to colonize another world. I first noticed it with a Class 11 planet in the Drexler system.

I have the save in question, should anyone want to check it out. Bummer too, I was excited to get things rolling now that Beta 2 let me use my discrete graphics card and get decent (wonderful, actually) performance.

Hey, I got this bug over 3 games, and the bug is caused by the "Zone of Control" colonization restriction that can be voted on.  It restricts the player to only colonizing inside controlled ZOC by the player, so the player can't colonize empty areas at all (the planets can no longer be destinations for the colony ship).

This could be the developer's intent with the rule, but it states to restrict colonization inside another race's territory, so it appears to be the bug.  If you want to play that game anyway, you can try to extend the ZOC to it with constructors, but that'll be one hard game.

There's also a United Planets resolution to "Preserve Virgin Planets" by prohibiting all colonization of uncolonized planets.  That hit in my game, I was outvoted, and now we've all got useless colony ships.

Which is what's weird about this. We never passed any such law.

But I'll double and triple-check before I call it a bug. Thanks for the head's up!

I was outvoted on the ban on colonizing within the zone of control of other powers and now can only colonize within my own.  I plan on putting up starbases next to the planets I mean to claim.  Still annoying and assume its a bug.

Haven't had that resolution yet... So are you saying that when this passes, you cannot colonize even unclaimed territory?

I know there is another resolution that halts all colonization, but what you're describing sounds different from that.

Yes trumpeter, if you pass that resolution, you can only colonize inside your ZOC, and nowhere else.  And the rule states not colonizing other's ZOC.  So it is a bug in that rule.

Also discovered with the no colonizing in other's zoc treaty when using star bases to stake claims the turn that the star base comes up you still can't colonize.

The United Planet's "Virgin Planet Preservation" treaty can really make or break a game.  In my last play through against two opponents on the largest map size available, I only found enough habitable planets for 4 colonies before I met the other two races.  Up comes United Planet's vote and they spring this deathtrap on me.  As I explore their territories, their stars (4 to 5 systems a piece) are all flaunting 2 and 3 habitable world's each.

I spend my efforts locking down the remaining planets with starbases and camping colonizers thinking, "how long can it last"?

How long can it last?  Forever.  They'll vote-lock that thing infinitely.  Super frustrating.

If they're going to make this a legitimate thing, I'd suggest a 1 term limit.  It seems like a very slow, painful "I WIN" button for whomever's on top once its ratified.

As far as I can tell, the only way to undo it is to get yourself enough influence to get yourself elected as UP chair, propose the repeal of it at the next opportunity, and hope it passes.

Where's the leave united planet's option. Because there will be two united planets there should be an option to vote you in if you left the other united planets. Why don't you leave the united planets. There was that option in the other game.

That's good to know they didn't get rid of that. This post is good incentive to work on your diplomacy to become chairman so you don't have these kind of proposals to vote on.

Confirming this bug, or some variant, still exists.  We had a UP vote to restrict colonization within others' ZOC.  It LOST.  Afterwards, all planets in the huge galaxy became inaccessible by my colony ships.  I think perhaps the vote was described wrong (allowing only within ZOC) and then the LOSS was recorded wrong.

there two proposals Virgin Planet Preservation does not allow any colonization the or is allow only in your ZOC which is buggy if you are close enough ti start from your ZOC in one turn you can colonies the planets or you can just build a starbase it will allow that. which it should not.
