Population vs production

At the start of the game the first colony have a population of 10. Why the three productions have 5 raw production with 33% on production wheel. If I understand correctly, 1 pop = 1 production, so 10 pop should be 3 raw production. It is a bug, how i miss something?

Thanks for the answer, I can see it on a tooltip? I admit that I have difficulty to know where the number come from in this game.

It appears in the approval tooltip, but there is currently nowhere that shows you all your bonuses to producton.
