Since its the beta now..

 

Is how the cultural borders work for galciv3 the same as the cultural borders in Galciv2 as in other factions can settle uncolonized worlds inside your border or not?

 

I really need to know this before i drop the cash on galciv 3 XD

Currently yes you can. It will redraw the border around your new colony. However, with enough influence your colony will flip to the enemy!
