gal civ III repeatedly launching in Steam

after updating the game in Steam, there is a loop of trying to launch the game. I did a re-install and verification. The game doesn't even boot for a crash log. This is after the latest update. Fixed with a Steam restart

I had a similar problem. I had to stop the process restart steam and start up Gal Civ 3 again and it worked fine. I didn't re-install or do a verification, but it did load after a long while.

I am running windows 8.1
