Can a planet either create a ship or build a structure? Or can they both occur simultaneously, as in GalCiv2? meaning are"social" and "military" production separate, or are they one?
Not in the current build. In the next their will be something similar.
Ships will be built by shipyards in GC3 rather than directly by planets. Ship yards are starbases effectivley fed production points by planets in the new design.
so yes a planet will be able to build improvements while feeding some production to a ship yard as I understand it.
