Current nebulaes and dust clouds are basic placeholders. Just there to see if the concept works.
As far as the star bases are concerned IIRC from the recent dev video it was mentioned that only special star bases (aka mining star bases) were being considered being put there to mine from certain nebulaes certain materials needed for high end weapons.
