[Bug] build focus on top of qued building

version 0.0.2.0

on a planet i qued an embassy. every next building i qued the focus jumoed back on the embasy. if i selected a new building it would visually place the que img on top of the embassy, but not add it to the buildque itself.

I had something similar happen. It may have been a rushed embassy though.
