Starbase Exclusion Zone?

For starbases, will the 4-hex exclusion zone apply to other player starbases as well? For instance, if I place an "influence" starbase in another player's star system, does that prevent them from establishing their own starbase in that system (within the exclusion zone)?

If that's the case than starbases should be able to be captured, or turned to your side.... otherwise I'm just going to build starbases all over your space to prevent you from building any lol.

Some would just mop their space from alien junk. Stupid AIs would just suffer the spam.

I would do the opposite cover my space with star bases so you can't build any in my space

Didn't the GC2 Dominion of Korx AI tend to build multiple economy starbases around their home planet? I never tried myself, but I assumed that starbase bonuses must stack, unless the Korx were creating redundant backups... haha.  :grin:
