I have found the technology tooltips don't always line up to the correct technology. When I mouse over or click on any of the others I get the correct description. Drive System Specialization shows the tooltip for Sensor Systems which is immediately below.
Related bug, a wrong tooltip is shown when a specilization is being selected or researched.
For instance if the tech is "mass drivers" and a specialization is selected, the tooltip shown is from "armor"
