Population Cap

little confused

from GalCiv3 Forums

What identifies the population cap in-game?  I thought it was food production, until one of my planets surpassed food production with its population.

I would like to echo this question, I believe this is a bug, I had some pretty crazy high population amounts in some of my planets by the end of the game.  Poor Mars was about as crowded as Tokyo I imagine...

I posted this to the steam forums and apparently it is a known issue.  I also saw another post that suggested the population cap shown on the right side is actually the research value for a planet with the wrong symbol.
