Planet class vs. buildable tiles

Based on previous versions, I expected the planet class to be equal to the number of buildable tiles in the planet.  I've now colonized a class 10 planet that has only 9 buildable tiles.  Is this a bug?

It might be that some points to the class are attributed to the bonus tiles.

 

I.e. class 10, 9 tiles + 1 bonus effect.

I could be wrong though.

One of the tiles is taken by the capital.

In the case I cited, I was already counting the capital.  Planet class 10, 4 built tiles, 5 available:

Well... crap.

Needs a fix then, obviously. I should check my planets for the same bug.
