I couldn't say until I know how the initial population works. This could just be adding nothing to the game except more to micromanage.

I'm all for a imigration system where people move to planets after it is set up. Or refugees for factions they don't like to factions that are economically more viable.

I feel that any immigration that happens should be directly tied to your culture and economy, as those are the two stats that tend to drive immigration. It'd be a great way to add more to the cultural victory, if in by doing so you could take population away from your enemies planets and add them too your own. I imagine that races like the Kryn, Altairans and Humans would have distinct advantages in that regard, and crueller races like the Dregin and Yor wouldn't be able to attract as large a group of people to immigrate to them.

Could be a fun mechanic!!

When I suggested immigration earlier I meant only "interior" immigration, from one of your world to another. Something like "shared pool" of pop-growth rate, where planets already reached their pop cap still would contribute to pop growth somewhere else.

Sorry Rudy, but I think it should be both ways. If you think about it this would at least encourage you to build things we would usually not build otherwise. What I'm taking about is like influence structures. I understand this would give economically and morally built up factions an advantage. Ironically I'm slow at military. As far as the economy I'm very strong.

This would actually work the assimilated planets concept on a more passive scale.

I mean I don't exactly understand interspecies migration (even if planets could rebel against their initial owner and join you). From mechanic point of view see no problems with "leeching" on other civilizations population, should that rebelling effect stays in place. As long as you don't spoil anything in your allies/teammates systems. i.e. your bonuses stack, and not conflict each other, making it more important and "profitable" to play along, not against.

Remember during world war two when 3 million Soviets defected to Germany. Anybody except the Arians, or anybody except the Americans, Egyptians, or Germans were scheduled for eventual extermination. Why would they side with their exterminators. When you are starving or in need of money as long as they aren't persecuting or trying to kill you it can look better to be in another faction as long as their is no anti policy this is going to happen the question is how much. This might not be an option except everyone starts out on Terran worlds.

Remember here that there is a whole 'species' in GalCiv lore that is actually made up of a heap of different species all working together in the form of the Krynn. So we needn't even need to look for real world examples of why this might work as there is one in game already!

We can remember any war when people were switching sides. It is barely a "migration", don't you think?

Good question. Maybe they hoped that Germans are highly cultural nation and won't do all those atrocities. Or they hoped they could get something out if it - how you can explain people from various nations serving in SS or other German units, and who were volunteers?

Adn what about those who defected only to defect again and return to their original side, because it was the only way to escape German POW camps?

Like I said, I still do not exactly understand that interspecies migration, especially in case of certain species. This is where I like Endless Space more, where Cravers couldn't be at peace with anyone.
