Stardock will be closed for the week starting on Monday, June 29th and we will be returning on Monday, July 6th. We will be monitoring support tickets and forums during this time but expect delays in responses during this time.

In fact very close together. The only mods I have are Snaking and the Rare City Level Up Abilities mod, which shouldn't really affect placement of the Arena quest.
Ihave seen two of the arena's on a game without mods, BUTwhen one of the arenas is done they ALL disappear.

I've seen two arenas on the map and I don't use any mods (messes up the game) and when I walked onto one of them it disappeared but the other one remains.
