It seems that the mutliper buildings do weird things to the pop count.

Try deleting any of the following in the above save and see how much the used pop changes a school, merchant or granary.

The amount varies depending on the city in Oxford (capital tech city) they give back 70 pop each

I also had a town hall in an earlier game do a samilar thing.

The studies and workshops show increased cost when buying them but only changed the pop used by 4 and 3.

Yeah, it's doing some weird calculations in my game too. I swear I just placed a workshop and it used like 75 citizens. When I cancelled it, it freed up only 1 citizen. I tried figuring out how all my citzens are being used up but couldn't make heads or tails out of the city screens to break it down.

Weird things happen with the population when conquering towns. I understand that the population cost/new improvement increases with each one built, but when conquering a new town, it just skyrockets. It counts the preexisting ones from the conquered towns as newly built. I end up just razing them, to save me the hassle.
