that about sums it up...
I set the top blur margin to 3 and the space above my taskbar is still blurred.(the image has 3 pixels of trans above it)
Tried setting it to 6 but nah.

d'oh...I'm on Vista if that means anything.
Plus I have a lot of issues with WB7 not applying skins after a monitor change...sometimes stops applying even without that. It will just stick on a particular skin or load them out of sequence...
Really annoying when your skinning and nothing changes on apply...you cant tell if its WB or a setting that just dosnt work.

(blur problem I mean) applying skins seems to be OK in Win7
Set BlurRoundedX or BlurRoundedY to a value other than 0 and it should enable those settings.
Is there any way one could add blur margins to the startpanel section, Neil?

Is there an explanation somewhere for all the other settings?Background mode,constant alpha,color keys?etc... 
Why do you need blur margins on the startpanel?
The blur is automatically masked for that on Windows Vista / 7.
On the off chance that I would do a start panel with translucent bits where I wanted a blur effect on some bits and not others. Dunno....just thought it would be handy
