You have to get it through Impulse.

What do you mean it won't let you download?

Are you getting it from the downloads page up above?

Ah, confusion... I thought you couldn't get Impulse.

Anyways, so you have Impulse, but can't find Sins on there? Hit the blue question mark and Register a Product.
