Whats the best way to get a race close to you so that you can make an alliance with them? Cause Ive been working on a game for a long time and I can only get one person to ally with me. Everyone else are friendly

Give them ships when they're at war and you're not. Get Diplomatic Translators. Sell them any other trade goods *except* Diplo Translators. Trade techs every chance you get. Open lots of trade routes with them.
