Resources disappearing

This is the second time this is happening to me. When loading a saved game a resource is missing. All that is left is a pitiful electrified starbase, stripped of even its defensive modules.
The last game i had this happening i was wondering what all those alien constructors were doing around that starbase, until i realised they probably still smelled the resource but couldn't reach it because my starbase was blocking the access.
Has anyone experienced the same thing? I read these boards quite heavily and haven't seen this mentioned before. It's very annoying though, i think i'll quit my current game because of it (although it's possible the bonuses do still apply, i don't keep an eye on my stats too much but the weapons bonus is still quite high).

I had two resources vanish from under my starbases when no one had terror star technology (I was the first to get it in that game, and the first terror star built in that game didn't come around until a few hundred turns later). After the resources vanished, all of the AI races sent constructors to harvest the resource. They were lined up around the sector to the point that I declared war on the Drengin partly to clear out the dozen or so they had hanging around, and gave the starbase to the Arceans so they'd just build it up with theirs.
