Responding to cry for help

I was playing an easy game yesterday, and I was the major civ. Then came a new civ, called 'Fundamentalists'. This civ starts beating up the smaller ones. Those come to me, asking for help. I tend to be a good civ, so I thought: I can help them. But the only option I could reply was: "Sorry, I can't help you, prepare yourselves for death", or something along those lines. How can I respond with "Sure, I can help you"?

I believe you could have used that trade screen to give them something: money, tech, ships...

Yes, you can offer the poor souls ships, money, tech, or whatever from that screen. As soon as you select one or more items to offer, the message at the bottom changes to something like "We offer you these items as a gift." You can also trade them stuff instead if you like. Don't forget to hit the "Submit" button (or whatever it is called) in order to actually give them the stuff before you leave.
