Is there a way i can reload GC3 & All the DLCs i bought, via Steam, so that i can HOPEFULLY address my issue with being Stuck to the Same medium size galaxy?

Dear Sir/Ms,
I have bought and Enjoyed playing GC1 & 2. So, I Really Hope You can Help...
I bought GC3 through my Steam account. I also bought the following:
Expansion packs: for Retribution, Intrigue, Crusade and Mercenary
And
DLC: Worlds in Crisis, Villains of Star Control Origin, Heroes of Star Control Origin, Mech Parts kit, Altarian Prophecy, Lost Treasures. Rise of the Terrans, Precursor Worlds, Revenge of the Snathi, Mega Events
And The Sound Track.
I am always stuck with Retribution on the SAME Medium size galaxy map - the same stars, resources and relics are in the same location for 3 consecutive games! I am Not able to customise the size or other features other than frequency of anomalies.
I am Not able to launch Intrigue, World in Crisis, Villains/Heroes of Star Control Origin, Mech Parts, Precursor Worlds, or Mega Events....
The campaigns Altarian Prophecy, Lost Treasures, Rise of The Terrans, Revenge of the Snathi and Mercenary always launch with the same galaxy map (is that a Fixed feature of Campaigns?).
I am also Not able to launch The Milky Way under Campaign as it requires the Map Pack DLC, which i Tried to download (several times) from your Web-Site/Steam's WithOut success

I also tried to validate files. Initial 5 times, through your game portal (at the initial launch of GC3) failed " 4 files failed to validate and will be reacquired". Finally, on the 6th attempt via Steam's portal, i was able to validate, BUT again i was Not able to customize the Galaxy ...
I posted my problem on your Forum. Tried /noMinSpec with No success.
BTW, my machine specs are as follows: Intel(R) Core(TM) i5-4690 CPU @ 3.5Ghz; 8GB RAM; NVIDIA GeForce GT 630, which meets the requirements as advised on your web-site.
