problem modding for increasing number of traits and ability

please 

i have tried to add a mod for increasing the number of traits points and ability but no matter were i put the folder in modding file it won't work 

i am playing with all dlc and expansion and also this new expansion released yesterday 

and this is were i put them am i doing something wrong please help me

Are you using the opt-in hot-patch? It fixed an issue with mods not working.
