Turn 268 on an immense map with well over 100 planets, I randomly have a planet—Horkenblatz I—where I cannot build the Fusion Power Plant (and yes, I have the technology to build fusion power plants).
Anyone have any idea what is going on here?
Anti-matter?
From the screen shots it looks like he has enough antimatter to build it. It might help to know what version of GC3 it is, what DLCs are installed, and whether any mods are being used.
