Afraid not. Certain planet types have a chance to have a ring, but it is entirely random, and not controlled by the map and thus cannot be controlled by galaxy forge.
You'd have to make a mod where you take that planet type, make a copy of it, change the ring chance to 100%, then use that in your galaxy forge map.
