So, I'm not sure if the base game (updated to v 2.6) even allows Planet "wheels" any more, but this is a bug either way. I annexed a planet from the Yor twenty or thirty turns ago, but when I look at the split between Research/Social/Money spending, it doesn't match my current Global allocation like all my other planets (nor do I have any way to access a planet-specific wheel to change it).
I'm not sure if it's stuck to the allocation that I had when I annexed it (the numbers are in the right ballpark but I didn't write them down before changing them), or if it's still stuck to the Yor allocation when I annexed it, or if it's using the current Yor allocation. But I can't control it. Which means that I have no Social spend to build the planet the way I want to, making it a relatively useless planet.
Whatever data reference it's using to determine that Research/Social/Money split, that reference is now stale and isn't updating properly. I'm happy to provide a Save game, etc., and follow the standard bug submission procedures, but at this point, I'm not sure if it's just limited to my one planet in my one game or if this is a design bug that's affecting everybody.
