I've tried researching this and found some interesting threads, but nothing that seems to address what I'm experiencing.  Some of my planets allow me to use the quick set focus buttons and other planets do not.  Doesn't matter if they're building or not nor if they're sponsoring a shipyard or not.

Could someone explain to me what's going on?  See included screen shots.  Thank you in advance.
