The Temple of Enlightenment planetary improvement is classed as an approval improvement, however it boosts research and it's adjacency bonus is also for research.

Been this way a long time, I would have to say it is working as intended. You can do cool stuff with it though, makes hunting for approval boosting tiles interesting.
