Issue 02:  The Arcean Weather Control is a manufacturing building with an adjacency bonus (to it) of +0.5 Morale per manufacturing from it's neighbors.  This morale bonus does not get applied to the planet.

Steps to Duplicate:

• Start a game with a race possessing Archean technology tree
• Research Weather Control
• Make a note of your total morale (mine was 8 in this instance, then a bunch of mods etc applied)
• Build a Weather Control Center next to some manufacturing buildings for +2 in total adjacency bonuses which should yield +1 morale
• Check Morale - the Weather Control Center is showing a +15% bonus to morale (yay!)
• (x) Check Morale - your total morale is still only +8 instead of +9
• (x) Do the math, make sure everything is adding up.  The WCC is definitely not adding +1
