[Bug 1.6] Arcean Navigation Tech doesn't work

Issue 01:  Arcean Navigation Center building is supposed to give +X movement to all ships, but does not. 

Steps to Duplicate:

  • Play the Arceans, or design a race with their technology tree
  • Develop Navigation tech
  • Construct the building - note I built mine next to a Preparedness Center (from Pragmatic Ideology) for the +2 bonus
  • (x) Check ships, no speed increase is registered
  • Build a shipyard at this planet, just in case the bonus only applies to ships constructed here (wouldn't fit w lore, but WTH I tried it)
  • Build a ship from this shipyard
  • (x) Check ship, no speed increase is registered
