Enjoying the new game Stardock, but now that it seems impossible to complete my game I might be turned off for a while until the issues are smoothed out. 

In my current game, as far as I can tell the lieutenants never spawned or were somehow killed off by neutral camps. I have outpost coverage of the whole map and explorers everywhere. The only other possibility is that lieutenants don't spawn until you declare war on the sorcerer king? That leads me to my 2nd game breaking bug...

As far as I know it's impossible for me to declare war on the sorcerer king. I kill all his units when I see them and he doesn't react at all. He's still sending me offers for a "market" and asking me if he can send me any support. Seems kind of ridiculous and I suppose that means I can't win without building the tower of mastery.
