Right at the beginning of the third campaign chapter, you have a dialogue with D.L. Bradley, and you have a choice of three responses, each marked with an ideology choice.
If you select the first one, the one marked "benevolent," then when the game begins, you will find that the ideology points have been given as pragmatic points, not benevolent.
I tested all three and the pragmatic and malevolent responses grant the correct kind of ideology points.
