Are they actually not firing, or are they just not visibly firing in the battle viewer? I opened a ticket for a bug where the ships didn't appear to be firing but the battle ended and the log showed that they had fired.
The only other not firing situations I've seen have been if ships aren't yet in range, or if the first few ships destroy the enemy before the trailing ships get a chance to fire.
