I believe so, yes. I think they use whatever the best in category that you've developed is, barring the weapons that use resources.

well i can say on my games they don't upgrade, so that must be a bug i have doom-rays but the attack on my fighters energy weapon is only 2 from the hangar module ..

Have you been getting any techs to increase capacity or reduce mass cost? The fighters are an auto-generated blueprint you can't interact with like the default ships in the game, and if they can't hold the bigger and better weapons they won't use them.

I thought the upgraded carriers carried 2 per module of the latest fighter version, while the drone fighter carriers only carried the unimproved drone fighters.

I think they nerfed carriers too much and I plan on modding them to carry 20 of the latest and greatest fighters and I am going to deny them to the AI.

I am kidding, I'll let the AI have them but I will not teach them to build them.
