Simple enough question.  To expand, the rest of the tech tree was opened up recently, so there might be some unresolved issues to be found, especially in the later sections of the tech tree where there might not have been enough testing.  One of them might be the tech Superior Recreation which grants the starbase module Zero G Arena which grants +5 to Morale.  It takes two construction modules to make (which is expected for some of the "capstone" modules).  However, I noticed later that it did NOT replace the Zero G Ballet (+3 to Morale), but instead sits along side it, as seen in the screenshot below:

So, as I said, the question is a simple one.  Is this a bug or WaI?  Mind, I'm not complaining. Especially with how the Large Empire Penalty is currently constructed.  But I thought I should flag this for attention just in case.
