I created a research cloister on my best research planet, and eventually upgraded it into a quantum something something (the UI cuts off the building name).  However, I noticed that upon upgrading it into the quantum doohickey, I could suddenly build -another- research cloister on a different planet.  The description is one per player, so I'm assuming this is a bug.

Edit: It seems to be happening with the iconian special one per colony building as well, so I suspect it's happening with all of them.
