I'm wondering how this is decided.  I'm in a game where I am rolling over the competition on Gifted difficulty playing as the Altarians.  I popped open the Diplomacy window to find out that i'm ranked 3rd overall in power.  It looks largely in part because I am ranked 6th in military power.  I've scouted everyone and we're 185 turns into the game and my fleets are rolling everyone they come into contact with.  I have better logistics and i'm the only player producing large hull class ships.  What components make up military strength and how are they weighted?
