I know they changed this in beta 6 because it was way to strong in beta 5, so ok.
In the two games I started and played in beta 6 I came upon the opposite. Now I understand that a planet will not flip immediately at a 1.2 x influence, that's fine by me. It will mostly begin to take some serious pressure at over 2.0 x influence.
But I have experienced two situations now which are really strange. In game 1 with the Thalan, in game two with a planet owned by the Altarians, both were colonized deep inside my influence space. Culture is around 4x influence ( that's simply because the AI still goes around colonizing and not keeping in mind that in a system with 3 out of 4 already being yours, the chances of settling a space of it's own, is almost impossible).
So what happens culture at 4.4 x and rebellion is rising 54% 66% 79% and then...suddenly it drops to 0%????
Now maybe it has something to do with a building which neutralizes influence, I honestly don't know. I think that this is a bug somewhow?! Because 4x influence and still holding out? This would mean you have to revise your complete strategy at the higher difficulty levels.
If this is a game design parameter, please make some sort of notification in the tooltip, because it doesn't make any sense to players at the moment as to why? (at least to me).
Furthermore: I still see the AI produce a ship yard the minute they colonize (even if it's a barren/poor planet and producing a simple ship could take as much as 40 turns), not trying to improve production. And I also see a lot of small/tiny ships flying around without proper fleet management, or a focus on larger/massive ships
