1) When I met the Terrans they were building constructors, not colony ships, and ignoring planets I knew they could see, since they sent a constructor past them to take strategic resources.
2) They sent constructors deep into my territory to take my resources. I never saw a scout.
3) Minor races are not building constructors at all, even though they have resources visible from their homeworld. They are building defense ships though, despite no one having invasion tech.
It is almost like Minors got pirate AI and majors got minor AI.
I tried to submit this as a bug report with a save game, didn't work.
