Territory / Borders

I can't understand the thing about open borders.

Nobody respekt your territory. Other races are with their Fleets in my territory, the colonize Planets in my territory and they mine in my territory

So for what you need that?! Looks always and anywhere like open borders ...

There is an UP vote to prefent colonization in empire borders. But until this is active it seems everyone can just colonize - but with risk of losing planet to influence of your Region and making you mad about him. I think its the same for the AI. if you colonize in their Region they dont like you? - but dont know if this is true.
