This happens when you load a 5.1 save in 5.2
The 5.2 patch fixed a bug where Ideology points weren't being used correctly, so 5.1 saved games are now even more bugged.
Before reporting bugs for a new update it's recommended that you start a new game. Since this is still Beta, updates breaking saves is expected, as methods of doing things are changed.
