I seem to be able to build multiple entertainment capitals. I am just wondering if this is working as intended. It sure solves morale problems. I have colonies where mouse over of approval shows Entertainment Capital(3) which is a lot of approval.
Its not entirely. As long as you have not completed building 1 you can start building another and another and another. however once you have completed building one you cannot start any others
I need to check on this, I had thought that one had already been completed. I will see, you are probably right. Still, doesn't sound like it should work that way.
