I have a ghost world planet (+50% Lab) that got a ideology question put to it. I'm playing Altarian so I normally choose Benevolent but the Pragmatic choice had a 20% Lab bonus so I chose that since it will probably be my TechCap. When I hover over the lab in the colony, the 20% doesn't show up.

what shows up is:

Research Specialization +10

Clever +20

Xeno Research Laboratory +70

Ghost World +50

Raw Research +5.1

Altarians, on a ghost world with 2 xeno labs connected.

The initial colonization ideology question worked because under Manufacturing the Collapsing Ice bridge is displayed.
