The Galactic Event "Terraforming" is bugged. In the event, the neutral option is supposed to give a new tile to every planet of the player. But it only gives a new tile to the homeplanet. Worse, the -90% production penalty for all planets lasted for dozens of turns (permanent?) even though it was supposed to last for just 10 turns. It was so crippling that I have to give up the game as my new planets could not be developed at all. To reproduce, just select the neutral option when the event comes up, note the turn, and then press end turns for dozen of times.
The malevolent option is also similarly bugged with the -20% approval penalty lasting for more than 10 turns. No new tile was given for selecting this option even though it should.
So, only the benevolent option is safe for this galactic event. WARNING: Don't select the other 2 options.
Requests:
1. Could the turns remaining be added to the terraforming production modifier in the screenshot below to show that it is temporary and let the player know how many turns is remaining? i.e. "Terraforming (8 turns) -90%"

2. Can all the galactic events that have happened in the game be collated and shown in a new tab under the Govern main tab (the one with Economy, Colonies, Command, Trade, Stats and Graphs tabs)? Having a history of of all the galactic events that have happened in the game is good for cross-referencing and trouble-shooting.
